I came across this error message today whilst trying to run the CRM setup file on a Windows 2008 Server.
The Clients IT support for the server had told me that the Administrator account is automatically disabled in W2K8 Server. Because of this you will get this error even if you are logged in as a Domain Administrator.
In order to get around this you need to right click on the setup file and select "Run as Administrator" like so...
You gotta love Microsoft !!!
